Dr. Cecilia Denholm comes from the second series of the comic book Captain Confederacy, published in 1991. The first series was published in 1986, and both were written by Will Shetterly and drawn by Vince Stone. You can read nearly the whole series on the book's website.
The comic book focused on a world where the Confederate States of America won the American Civil War thanks to a serum that gave soldiers super strength but would kill them within two weeks, and the tension between the two would prevent Manifest Destiny from coming to pass, resulting in North America being populated with several countries, including the Country of Deseret, located in present day Utah. As the CSA refines it's serum to be less lethal, the other countries create their own projects. Deseret's project produced Dr. Denholm, a women with enhanced fitness and a belt that lets her pump any of 50 different drugs into her systems at her digression to enhance her even more. Unfortunately this leads to her becoming addicted to the chemical cocktail, and when the Free State of Louisiana holds a world superhero conference in an attempt to broker peace gets corrupted by world powers seeking to start a second world war, Dr. Deseret is among those caught in the middle.
